MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 14, 2013 <br />Acosta asked about the stub road proposed as part of the plat. Knudsen <br />noted that the stub road would not be improved at this time, but platting <br />that road as an outlot is a means of preserving the land for a road <br />connection in the future. The City Engineer indicated that the radius for <br />the road would swing into this location, and the road improvement stopped <br />at that point. He pointed out that this will be an indication to anyone <br />buying a lot in this area that a future road improvement is planned. <br />Acosta stated that she also had ecological concerns with the impact that <br />this development will have on the area. Acosta was also concerned with <br />maintaining her privacy. <br />Mike Warner, 870 Westwind Drive, stated that he had concerns about the <br />existing road easement, noting that if a street were improved on that <br />easement, it would lead right to his property. Warner preferred to see a <br />future street connection via the stub road as proposed within the Pinetree <br />Pond plat. Warner also reported that he discussed landscape screening <br />with Mr. Howe who indicated that he would provide landscape screening <br />for his property. <br />Mr. Bilek, 2925 LaBore Road, reported that he is a retired fire fighter and <br />was concerned about the cul -de -sac length and the ability to bring a hose <br />to the back of the cul -de -sac. Bilek also was concerned about a scenario <br />where the street entrance is blocked and the ability to provide fire <br />protection services. The City Engineer reported that water main will be <br />brought into the area and there will be fire hydrants added along the new <br />street, including the far end of the cul -de -sac. <br />Duray asked the length of the proposed cul -de -sac. The City Planner <br />replied that it is approximately 700 feet to the end and 500 feet to the <br />throat of the cul -de -sac. <br />Duray pointed out that the issue of the road easement vacation makes it <br />difficult to deal with the proposed plat at this time. Knudsen noted that <br />the vacation is an issue that the City Council will address, not the Planning <br />Commission. Barraclough indicated that the plat looks reasonable, but <br />pointed out the City Administrator's comments that there are other <br />alternatives. Barraclough suggested that action be tabled at this time until <br />other options can be explored. Knudsen pointed out that the proposed plat <br />meets the City Code. He suggested that the Commission take action on <br />the plat subject to the conditions outlined by the City Planner and the City <br />Engineer. He indicated that while there may be some slightly different <br />scenarios possible and while there are some competing interests, the City <br />can continue to work through these as the process moves forward. <br />-9- <br />
