MINUTES <br />CITY COUJNCIL <br />FEBRUARY 19, 2013 <br />Once the Capital Improvement Plan is updated, the next step is to conduct <br />a public improvement process for the current year's proposed projects. <br />The Engineer explained that process which begins with neighborhood <br />informational meetings and progresses on to the public hearing to consider <br />ordering of the improvement, which is this evening's hearing. If the <br />project is ordered, the project is designed, property owners are invited to a <br />90% plan design meeting, the plan is finalized, and the City then <br />advertises for bids. Once bids are received and awarded, construction <br />commences and typically after substantial completion of the project, an <br />assessment hearing is held. <br />The Engineer then explained the assessment hearing process. At that <br />hearing, property owners have the opportunity to voice opinions on the <br />proposed assessments. The Council would act on any objections received <br />and would then approve the assessments. <br />The Engineer provided the background that resulted in the proposed <br />improvement of Spruce Street. He noted that this street has been included <br />in the City's 5 -Year Capital Improvement Plan for the last few years. He <br />reported that there is alligator cracking, rutting, and potholes on the street. <br />The most significant deterioration is at driveways and along wheel paths. <br />The Engineer pointed out the drainage concerns on the street and the fact <br />that it is no longer economical to patch the street. <br />The project proposed will consist of street reconstruction, concrete curb <br />and gutter, an improved road section, and possible realignment of the <br />Country Drive intersection. The Engineer noted that utility repairs will be <br />made, if needed, including storm sewer upgrades where possible. The <br />Engineer indicated that in order to address storm water infiltration, it is <br />proposed that rainwater gardens be added to the area. The Engineer <br />discussed the extent of the utility improvements as well as requirements <br />relative to storm water infiltration. <br />The Engineer then reviewed in detail the construction process that would <br />be used. He noted that the City typically installs paving in two lifts with <br />the second lift the following year. This allows for settling to occur and <br />repairs made before the final lift is installed. The Engineer indicated that <br />it is estimated that this project will not require a lot of underground work, <br />therefore, there should be minimal settling. As a result, it is anticipated <br />that the second lift of pavement will occur in 2013. <br />The Engineer then reported that there will be times that driveway access is <br />restricted due to construction activities. However, emergency vehicle <br />access will be maintained at all times. The Engineer reported that <br />property owners will be kept informed of timing of construction activities <br />2 <br />
