MEMORANDUM <br />DATE: January 15, 1997 <br />TO: Joel Hanson, Scott Tangen <br />FROM: Paul Heuer <br />RE: Arcade Street - Ditch 7A Improvements <br />FTT,F 37231 <br />Bonestroo <br />Rosen <br />NEM Anderfik & <br />Associates <br />Engineers & Architects <br />INTRODUCTION <br />We are writing to provide you with information regarding the costs related to the Ramsey - Washington Metro <br />Watershed District's County Ditch 7A Improvement Project. We have been working with the District in <br />developing a drainage plan that will most efficiently accomplish the following: <br />1) Provide drainage to Arcade Street, <br />2) Decrease the flooding problems that have been experienced in the WestwindfWindrow area, <br />3) Drain the ditch dry from the pond south to Labore Road during 10 -year storm events or less, and <br />4) Allow for lawns along the ditch from the pond south to Westwind to be mowed. <br />Subsequent to completing this improvement project, the District plans to turn over ownership and maintenance <br />to the City of Little f'anada. <br />DESCRIPTION <br />The proposed drainage plan calls for 27" storm sewer approximately 10 to 13 feet deep beneath Arcade Street <br />faun Labore north to a point halfway between Westwind and Windrow (see attrhed concept drawing). Frain <br />here, the storm sewer would be extended east to Ditch 7A. At this point, storm sewer would be extended <br />south to Westwind and east and north to Windward. Catch basins would be installed at various locations to <br />drain the ditch dry. Although we are unable at this time to determine the condition of the culverts crossing <br />Westwind and Windrow, we have assumed that they should be replaced as part of this work. Given all of the <br />frost heave movement observed, it is likely that pipe joints are separated or broken. Replacing these culverts <br />would also facilitate the storm sewer and regrading work being planned. <br />We have spoken to seven of the nine property owners affected by the proposed storm sewer from Arcade to <br />Ditch 7A and have received somewhat favorable comments. Four owners are in favor, two owners are <br />neutral, and one owner is against it. The owner who is against it (843 Westwind) states that he is "more <br />against it than for it, but not 100% against it ". He has no drainage problems, and therefore would rather not <br />be bothered with construction in his backyard. <br />COSTS <br />The District had budgeted approximately $90,000 for a "maintenance" project in 1997. Brad Lindaman of <br />Barr Engineering estimates the total project cost of the District's work at approximately $160,000. This <br />includes all storm sewer throughout the ditch and to Arcade, in addition to the ditch cleaning and culvert <br />replacement beneath driveways that was planned. He feels that $160,000 is the limit of what the District will <br />wish to contribute to this project. Brad did not include the following additional costs, presumably because the <br />District would not be willing to pay for them: <br />PAGE 9 <br />
