Hanson <br />At our last Council meeting, the addition of the Ditch 7A improvement project was <br />authorized to be added to our Arcade Street improvement project slated for construction this <br />year. That approval was conditioned on the Watershed agreeing to pay for the costs <br />associated with the Ditch 7A improvements. Paul Heuer of Bonestroo, Rosene, Anderlik & <br />Associates has prepared a memo indicating that there was an additional $90,000 of costs that <br />did not appear to be addressed within the Watershed's estimated $200,000 project. Since that <br />meeting, staff has met with the Watershed District's representatives in an attempt to bring <br />resolution to this issue. <br />The $90,000 additional amount was made up of the following: <br />* Oversize and over depth of the Arcade storm sewer - $25,000 <br />* Additional length of Arcade storm sewer from Westwind to Station 24 plus 12 <br />- $14,000 <br />* Replacing culverts and catch basins under Westwind and Windrow Drives - <br />$51,000 <br />The first two items are definitely attributable to the Ditch 7A improvement project. The <br />Watershed has agreed to pay for those. The third item is a correction that is needed on the <br />street irregardless of the Watershed's project. This is replacement of the two culverts that <br />cross under Westwind and Windrow through the ditch area. These culverts were placed as <br />part of the subdivision projects and inspected by the city. While the City Engineer feels the <br />wet conditions of the ditch have contributed to the problems we have experienced in these <br />areas, the culverts would need to be replaced none the less. The Watershed has indicated that <br />this is not the type of cost they would pay for as they feel it is a city responsibility. In <br />reviewing the breakdown provided by the City Engineer, I would concur. <br />The Watershed has indicated that they would limit their participation at $240,000 subject to <br />review of the specifications by Watershed staff as well as the actual bid results. Their costs <br />include engineering, surveying, and inspections relative to their project. Based on this <br />Page 22 <br />
