Hanson <br />At the improvement hearing for the reconstruction of Arcade Street, property owners abutting the Aspen <br />Grove ditch mentioned its steep grades virtually eliminated any usable backyard area. They asked the City <br />to take a look at the possibility of reducing the grade while ensuring positive drainage for this area. <br />The City Engineer has conducted a preliminary analysis of this situation. The project he proposes consists <br />of installing a storm water pipe with one to two inlets and filling in the rear yard areas to level them off. A <br />swale would remain to carry drainage over land to the pond located to the south of this ditch. (See map <br />attached.) The Engineer's initial estimate of cost is $1,500 to $2,000 per property owner depending on the <br />specific nature of the improvement. It must be understood that this is only a rough estimate of cost and <br />final numbers would not be known until the project is actually bid. <br />The City Council has authorized staff to meet with you as an affected property owner to discuss your <br />interest in undertaking this project. Given the Arcade Street improvement project to be constructed this <br />summer, inexpensive fill would be available for this work. We would also be able to utilize the contractor <br />for this job to gain some "economy of scale" in pricing. <br />Therefore, we would like to invite you to a neighborhood meeting to be held at 7:00 p.m. on Monday, <br />February 10, 1997 at the Little Canada City Center. City Engineer Paul Heuer of Bonestroo, Rosene, <br />Anderlik & Associates, Public Works Director Scott Tangen, and I will be present to discuss this project <br />with you in an attempt to determine neighborhood interest in proceeding. This meeting will also be useful <br />in further defining the project should you want to proceed. The only caveat I must make you aware of is <br />that in order to proceed, the affected neighborhood would be responsible for the entire project cost. If there <br />is unanimous agreement, the project will be added to our bid package that is being distributed soon. <br />We would appreciate your attendance at this meeting.
