Owasso Blvd. <br />MAYOR <br />Michael 1. Fahey <br />COUNCIL <br />Beverly Scalze <br />Jim LaValle <br />Steve Morelan <br />Bob Pedersen <br />ADMINISTRATOR <br />Joel R. Hanson <br />The trailer is located inside of the existing Donovan Construction building. Installation of this trailer in an <br />existing structure is the equivalent of altering or remodeling the existing structure for a different use or occu- <br />pancy and therefore must comply with the requirements of the Minnesota State Building Code as if being con- <br />structed on -site. <br />The Code requires a 1 hour rated fire separation between the existing H4,(Uniform Building Code classifica- <br />tion), repair garage and the B,(Uniform Building Code classification) office space. This currently has not <br />been accomplished, nor do I think it reasonably can be under the present condition of a building inside an- <br />other building.The current situation also prevents the office area from complying with the requirements of <br />UBC Chapter 12 for ventilation. <br />Alterations to the existing repair garage should also trigger the requirement for an automatic fire suppression <br />system due to the fact that is in excess of the allowable 3000 square feet. <br />The trailer whether temporary or permanent, also must comply with; <br />* Requirements of MSBC 1360 for prefabricated buildings - including requirement for a State Seal. <br />* Accessibility requirements of MSBC Chapter 1340 and UBC Chapter 11, i.e. ramped entrances and hand- <br />icapped toilet room facilities. <br />* Adequate number of sanitation facilities per UBC Chapter 29. (separate facilities must be provided for <br />each sex when the number of employees exceeds four). <br />The majority of these items were also pointed out to Ms. Anne Pieper in a letter dated December 12, 1995 <br />(copy attached). <br />Please advise if the hearing before the City Council is sufficient notice to the owner to correct this situation or <br />if it will be necessary to re -issue this memo in the form of a compliance order. <br />Page 53 <br />
