MINUTES <br />CITY COUNCIL <br />FEBRUARY 14, 1996 <br />MINUTES <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96 -2 -34 - APPROVING THE MINUTES OF THE <br />JANUARY 24, 1996 COUNCIL WORKSHOP MEETING AND THE <br />JANUARY 24, 1996 COUNCIL REGULAR MEETING AS SUBMITTED <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (5) LaValle, Morelan, Scalze, Pedersen, Fahey. <br />Nays (0). Resolution declared adopted. <br />ANNOUNCEMENTS Fahey announced the formation of the Parent Action for <br />School Safety (PASS) organization which is inviting <br />interested adults to volunteer to help improve school <br />climate by attending the school corridors and grounds <br />at the Roseville Area Middle School. PASS wants to <br />recruit adults, especially senior men, who can spend <br />time walking, talking and encouraging kids on the <br />school campus. PASS has indicated that there are <br />increasing numbers of children growing up without a <br />father in the home. These youngsters need the <br />attention and presence of adults during their school <br />day. Anyone interested in volunteering or becoming a <br />member of PASS can contact Teri and Blake Graham at <br />483 -5778 or Jane and Bruce Nelson at 484 -7978. <br />PUBLIC <br />HEARING - <br />TAX EXEMPT <br />REVENUE <br />BONDS - <br />THE PROVINCES <br />Fahey opened the Public Hearing to consider a proposal <br />for a Housing Finance Program and the issuance of <br />Revenue Bonds to finance a multi - family rental housing <br />development, specifically The Provinces. Fahey noted <br />that the financing would involve the substantial <br />rehabilitation of The Provinces. <br />The City Administrator noted that there was no one <br />present this evening representing Dominium Group, the <br />potential purchaser of The Provinces. However, given <br />that the Council granted preliminary approval of this <br />financing in July of 1994, staff would recommend <br />approval at this time subject to compliance with the <br />recommendations of the Fire Marshall and subject to <br />payment of the City's 1% issuance fee. The <br />Administrator noted that by approving the tax - exempt <br />financing, the City will see some renovation and <br />rehabilitation of The Provinces. <br />Fahey pointed out if the City grants approval to the <br />2 <br />Page 84 <br />
