MINUTES <br />CITY COUNCIL <br />FEBRUARY 14, 1996 <br />Upon motion by Morelan, seconded by LaValle, the public <br />hearing was closed. <br />The City Administrator pointed out that a budget has <br />been established for the rehabilitation. One option to <br />assist with the cost of the retro- fitting would be for <br />the City to rebate a portion of its issuance fee to <br />Dominium Group in order that life safety improvements <br />are made. <br />Morelan commented if that is what it takes to get the <br />buildings sprinkled, he was willing to look at it. <br />Morelan felt life safety improvements needed to be <br />addressed before cosmetic improvements. <br />Fahey suggested as part of the tabling motion, the City <br />request Dominium Group provide a feasibility report for <br />sprinkling the buildings in a manner similar to what <br />was done at Grand Pre'. Fahey suggested perhaps the <br />City will have to hire a consultant of its own to <br />prepare a cost estimate for the work. Fahey also asked <br />that Dominium Group provide information on the <br />resulting return on insurance premium if the buildings <br />are retro- fitted. Fahey stated he was interested in <br />increasing life safety in the buildings, and would be <br />willing to look at rebating the issuance fee, if <br />necessary. <br />Scalze pointed out that the renovation of The Provinces <br />may be needed to make the project feasible. Scalze <br />stated she would not want to tell Dominium Group how <br />they can use the money that is being generated through <br />the financing. <br />Fahey felt at a minimum the Council needs an answer to <br />its questions, and suggested there should be some <br />effort on Dominium's part to address the Council's <br />concerns. <br />Pedersen pointed out the matter was raised two years <br />ago, and the Council backed off on it. Pedersen asked <br />if the consensus is to not approve the tax - exempt <br />status for the bonds if Dominium Groups says it is not <br />feasible to retro -fit the building. <br />Fahey pointed out that he was not Mayor two years ago. <br />Fahey indicated that the City will never have a better <br />opportunity to upgrade life safety at The Provinces. <br />4 <br />Page 86 <br />
