<br />The Arcade Street project was previously awarded to Ryan Contracting, Inc. with a base bid of $884,219.20.
<br />The bid also included five alternates:
<br />Alternate No, 1-
<br />Alternate No. 2 —
<br />Altemate No. 3 —
<br />Alternate No. 4 —
<br />Alternate No. 5 —
<br />Replace concrete pipe with plastic pipe
<br />Replace sod with seed (hydroseed)
<br />Insulate instead of replacing water main
<br />Replace quarry with recycled aggregate base
<br />Seed without mulch in lieu of sod

<br />At the time of award, only Alternate No. 4 was accepted with the base bid. Since then, we have gathered
<br />infonnation regarding Alternate Bid No.'s 1 and 3 and have polled residents regarding Alternate Bid No. 2.
<br />Based upon our findings, we recommend that Alternate Bid No. 1 be accepted. Based upon the wishes of the
<br />residents, we recommend that Alternate Bid No. 2 be accepted. As discussed in our previous award letter, we
<br />have also concluded that a hybrid between the base bid and Alternate Bid No. 3 will be the best solution to
<br />address shallow water main. This includes insulating the main and replacing the services at greater depths.
<br />This hybrid is best handled contractually by Change Order, which will be forthcoming shottly. It is therefore
<br />our recommendation at this time that Alternate Bid No.'s 1, 2, and 4 be approved and included in the contract,
<br />This results in a Contract Amount of $835,591.70.
