While the residence in question presently has a structure value notably less than that of <br />surrounding homes, the applicant intends to pursue various improvements which will <br />influence structure value. These include the following: <br />1. Conversion of existing ± 460 square foot "tuck under" garage to a family room, <br />laundry room and bathroom. (see attached Exhibit C for reference). <br />2. Construction of a new two stall or three stall attached garage. <br />According to a Ramsey County Assessor the aforementioned improvements could be <br />expected to increase the structure value of the relocated home by ±$20,000 to $26,000. <br />Provided the aforementioned improvements are completed, the proposed residence is <br />considered comparable to area structures in regard to value. <br />Building Code. As a condition of CUP approval, the subject structure must comply with <br />the applicable requirements of the Uniform Building Code. Therefore, the building official <br />must inspect the home at its existing location, and at its new location once the structure <br />has been moved. Additionally, the home must meet all minimum square footage <br />requirements for a single family residence. <br />The applicant should also provide proof to the City that the house move is performed by <br />a licensed mover in accordance with applicable State requirements, and notify the City of <br />the route and exact timing of the move. <br />RECOMMENDATION <br />Based on the preceding information, the proposed relocation of a house onto an existing <br />lot of record along Yorkton Ridge appears to be consistent with the requirements of the <br />Conditional Use Permit process. We therefore recommend approval of the CUP subject <br />to the following conditions: <br />1. The Planning Commission and City Council find that the CUP will not depreciate <br />property values in the neighborhood. <br />2. The building official inspects, the home at its existing location and the developer <br />complies with all building official requirements for moving and upgrades. <br />The home meets all minimum square footage requirements for a single family <br />residence. <br />4. The house must be located on the lot so as to meet all required setbacks of the R -1 <br />Single Family Residential Zoning District. <br />3 <br />Page 30 <br />
