NXC <br />NORTHWEST ASSOCIATED CONSULTANTS <br />COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />PLANNING REPORT <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: 5 May 1997 <br />RE: Little Canada - Howe /Frattalone - Petrina Park Terrace - <br />PUD, Preliminary Plat, Rezoning, Comp Plan Amendment <br />FILE NO: 758.09 - 97.05 <br />BACKGROUND <br />Gordie Howe and Frank Frattalone have submitted plans for the development of "Petrina <br />Park Terrace ", a 96 unit twinhome development on 21.3 acres between Pioneer Park and <br />the Slumberland facility on Centerville Road. The Planning Commission and City Council <br />have previously reviewed the concept of this development. Each has indicated general <br />agreement with the land use change from its current Industrial Park zoning and land use <br />plan designation. <br />At concept stage, the development consisted solely of land which is south of the proposed <br />alignment of Allan Avenue. This arrangement raised the issue of the proposed <br />development on the remaining parcel to the north of Allan Avenue, as well as the <br />necessary right of way to accommodate a full City street. To provide for this issue, the <br />developer has acquired the northern.portion. and incorporated it into the plat as a "Future <br />Phase ". A significant part of the future phase is designated as wetland, according to the <br />preliminary plat. <br />To accomplish this project, the City needs to consider applications for a "Development <br />Stage" PUD; a Preliminary Plat; a Rezoning from I -P, Industrial Park to R -2, Medium <br />Density Residential; and a Comprehensive Land Use Plan Amendment. <br />5775 WAYZATA BOULEVARD, SUITE 555 ST.
