MINUTES
CITY COUNCIL
MAY 28, 1997
COMP PLAN
AMENDMENT,
REZONING, &
PRELIMINARY
PLAT —
PETRINA
PARK
TERRACE
Scalze opened the public hearing to consider the application for
Comprehensive Plan Amendment, Rezoning from Industrial -Park
to R -2, and Preliminary Plat for Petrina Park Terrace made by Frank
Frattalone for property located north of Pioneer Park and south of
Slumberland. Scalze reported that the Planning Commission has
recommended approval of the applications contingent upon compliance
with the recommendations of the City Planner. Scalze also noted that
there are only four Council Members present this evening. A rezoning
requires four affirmative votes of the Council, and the applicant has
indicated that he would prefer to wait until the full Council is present for
action to be taken on his application. Based on that, the Council will hold
the public hearing this evening, but table action on the matter until its June
1011' meeting.
Frank Frattalone, 3205 Centerville Road, reported that the property has
been for sale for 17 years as Industrial -Park property, and has not been
sold. Frattalone reported that he contacted Gordie Howe, Masterpiece
Homes, to discuss the development of the property with twinhomes.
Frattalone reported that he has the property north of Allen Avenue under
purchase agreement, and is including it in the proposal. Frattalone
reported that there is sanitary sewer and water main in Allen Avenue.
However, only half of the required road right -of -way is dedicated.
Therefore, he has purchased the property north of Allen and will dedicate
the additional right -of -way for the street.
Frattalone reported that he has discussed the issue of buffering with
Slumberland. Slumberland has an existing berm along their south
property line. Frattalone reported that he will work with Slumberland and
plant trees on top of the berm to provide screening for the twinhomes
proposed in phase two.
Frattalone pointed out that phase one will occur south of Allen Avenue.
He noted that one twinhome building per cul -de -sac has been eliminated
from the proposal. Density is proposed at 5 units per acre, and Frattalone
pointed out that the Code allows for 8 units per acre. Drainage issues are
being worked out. No variances are being requested, and all required
setbacks will be met.
Frattalone pointed out that there is a jog in the western end of Allen
Avenue. It was necessary to dedicate the full easement from the property
on the south of Allen given that the Myers Frattalone property at the
northeast corner of Centerville Road and Allen Avenue is not included in
the plat.
PAGE 32A
