Hanson, City Administrator <br />RE: Petrina Park Terrace <br />The following are some issues to consider relative to the preliminary plat of Petrina Park <br />Terrace: <br />Park Charge — Attached is a memo from Jennifer Aasen relative to the Parks & <br />Recreation Commission's discussion of the park charge for Petrina Park Terrace. <br />Also attached is a copy of a park charge survey done by the City of Blaine in <br />1996 as well as our own survey done in 1994. <br />Path Connection to Pioneer Park — This issue was not discussed by the Parks & <br />Recreation Commission. However, the Council may want to consider a trail <br />connection from one of the Petrina Park cul -de -sacs to Pioneer Park. <br />Traffic Circle — There was some discussion of the possibility of a traffic circle at <br />the intersection of Allen Avenue and DeSoto Street. Attached is some <br />information on traffic circles. It appears from this information that a minimum <br />radius of 95 feet would be needed to accommodate school buses and garbage <br />trucks. If the Council would like to pursue this issue, more analysis would be <br />needed by the City Engineer. <br />Construction Traffic — Concern has been expressed about construction traffic <br />using Allen Avenue to access the Petrina Park development. The developer has <br />indicated that Allen Avenue would be used for the construction of two models at <br />the east end of the development. Other construction traffic would come from <br />Centerville Road. The Council may wish to address this issue in the Development <br />Agreement. <br />Storm Sewer — Frank Frattalone has asked me to evaluate City participation in <br />the cost of storm sewer improvement associated with piping the ditch totalling <br />approximately $60,000. I am reviewing the matter to determine if there is any <br />basis for our participation in terms of equity. I hope to have more information by <br />Tuesday. <br />Page 1 <br />
