515 Little Canada Road, Little Canada, MN 55117 -1600
(612) 484 -2177 / FAX: (612) 484 -4538
MEMORANDUM
TO: Parks & Recreation Commission
FROM: Joel R. Hanson, City Administrator
DATE: May 30, 1997
RE: Tax Forfeited Parcel Between Rice Street and Park Avenue
MAYOR
Michael L Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Steve Moreton
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
At the workshop between the Parks & Recreation Commission and the City Council held on
Wednesday, May 28, 1997, a number of questions arose regarding the status of the above -
referenced property. Here is a summary of the information I have obtained since our meeting:
♦ The property is currently in redemption status. That provides the owner with the
opportunity to pay off the back taxes under a contract provision within one year of the
property going tax forfeit. This must occur by the end of August for this parcel.
• If redemption does not occur by the end of August, it will be put on the public auction to
be held in October of 1997.
• Mr. Larson, the supervisor of tax forfeited lands, was not aware of any inquiries on this
parcel himself. He is checking with other members of the staff on this possibility.
♦ We could take a use deed on this property for park purposes or storm water purposes.
♦ If we wanted to hold the parcel for economic development purposes, the County would
set a "token" value on the property. The City would then pay this amount and we would
be able to do with the property as we saw fit.
• Should we take a use deed on the property and then decide to split off a portion for sale to
a developer, a division would have to occur on the property, the portion for economic
development purposes would need to be re- conveyed back to the County, and the
property would need to go through public auction. (Another option -- We could have a
token value placed on the property at that time and pay for that piece and do with it as we
please.)
♦ A price has not been set on this property at this time.
♦ Mr. Larson is adding this property to their list of maintenance areas and will address tall
grass, debris, and general clean up of the site. (Do not get your hopes up for a radical
change.)
Page 58
