Although the code section for Group Day Care references children, such day care <br />facilities are licensed under the same set of regulations by the State. <br />Pick -up / Drop -off Activities. The facility provides van pick -up and drop -off for the <br />approximately 50 adults expected to participate in the program. The various <br />requirements of the Code relating to Adult Day Care are met by the applicant's <br />submission materials. The applicants will work with County social services to screen <br />and accept clients. The applicants also indicate that they will apply for a State license <br />through the Minnesota Department of Human Services. That license is dependent upon <br />the state's inspection of the proposed premises. <br />The applicants indicate that the center will be staffed from 9:00 a.m. through 5:00 p.m., <br />Monday through Friday, with clients on -site between the hours of 9:00 a.m. and 3:00 <br />p.m. <br />Off- Street Parking. The off - street parking supply for the subject building was originally <br />calculated based upon expected building occupancy by office warehouse uses. Since <br />much of the building would be occupied by persons arriving in vans, along with staff of <br />approximately 10 on -site (given the staff - client ratio of 1:5), adequate parking appears <br />to exist on the property to serve the current uses. <br />Recommendation <br />The proposed adult day care would share a building in which less than 25 percent of the <br />floor area will most likely be devoted to the day care use. <br />Based on the preceding review, our office recommends approval of the Conditional Use <br />Permit based upon the following findings: <br />1. The proposed use meets the City's commercial district zoning requirements <br />for group day care and the property is developed in a way that facilitates the <br />use without significant modification. <br />The applicants will be required to obtain a State license for such facilities <br />demonstrating compliance with state and local codes. <br />3.
