MINUTES <br />PLANNING COMMISSION <br />JULY 10, 1997 <br />Council had thrown out some numbers as a negotiating point. The Planner <br />pointed out that the City already meets the Livable Communities Act <br />housing objectives. <br />The Planner further indicated that in reviewing the Comp Plan, the Met <br />Council may request a more comprehensive storm water management <br />study rather than relying on the Watershed's study. <br />Keis asked what would happen if the City did not agree with the Met <br />Council's directives. <br />The. Planner replied that the City is not required to have the Comp Plan <br />approved by the Met Council. However, statute says that the Comp Plan <br />must be compatible with metro planning. <br />Keis felt that the Comp Plan as submitted is pretty much on target. <br />The Planner indicated that the Met Council will review the plan again and <br />determine whether it has the components it should. The City could <br />negotiate a population number with the Met Council. However, if that <br />number is not met, the Met Council has no enforcement technique. <br />However, if the City fails to negotiate with the Met Council, they could <br />sue the City if they determined the plan was out of compliance. <br />Schletty pointed out that the City has a lot of low land which cannot be <br />developed. <br />The Planner replied that the fact the Met Council's numbers do not reflect <br />the lay of the land in Little Canada is one of the things he is discussing <br />with them. <br />ATTENDANCE The Administrative Assistant reported that the City Council has adopted <br />ORDINANCE attendance requirements for both the Planning Commission and the Parks <br />& Recreation Commission. The basis for this action is the fact that the <br />Parks & Recreation Commission has had difficulties in getting quorums at <br />their meetings due to attendance problems. As a result the Commission <br />asked the Council for some assistance in resolving this problem. <br />Schletty indicated that while he tries to attend every meeting of the <br />Planning Commission, his employment takes precedence and he cannot <br />jeopardize his employment to attend a Commission meeting. <br />Page 48 <br />
