The Director suggested requesting a <br />five or six -foot blacktop path with split -rail fence sections at either end to designate the <br />entrance, which connects to the perimeter path around Pioneer Park, abutting the <br />development. <br />Christensen asked whether the residents of the cul -de -sacs on each end would walk over to <br />the path to access the park, instead of cutting across. The Director replied that the residents <br />on the east and west cul -de -sacs could access the park via the adjacent streets. This would <br />mean that residents of the development would have to walk the distance of only one cul -de- <br />sac to the east or west to access the park. Christensen said he thought the path would only <br />serve the one cul -de -sac, and everyone else would cross over the common areas. <br />Johnson asked if the City would own the path and if it would be for everyone's use. The <br />Director replied that there would be an easement and the path would be public. The Director <br />said that if they do not provide a path, they risk creating a trespassing situation. The Director <br />pointed out that the developer anticipates the complex to be more adult oriented, and that <br />adult residents would be less likely than children to walk through their neighbors' yards to <br />access the park. Johnson noted that there might also be residents who need a path to access <br />the park, due to disability. <br />Christensen asked if putting a path in at either end was considered. The Director replied that <br />the only other proposal was to put a path in from the second and fourth cul-de -sacs. Johnson <br />asked if there would be a walkway along Centerville. The Director replied that there could <br />be one eventually, when the street is reconstructed, but not in the next year or two. Johnson <br />said that she felt that one path would be enough. Johnson asked if the fence was needed. <br />The Director said he would discuss with the developer whether they wanted it, because it <br />would be for their protection. <br />Christensen moved that the Park Commission accept the proposed pathway connecting the <br />center cul -de -sac of Pitrina Park Terrace to the existing trail on the north end of Pioneer <br />Park as defined by the Director of Parks and Recreation. Bianchi seconded the motion. <br />Motion carried 5 — 0. <br />COMMISSION Johnson said that this issue was discussed at the workshop with the Council which eventually <br />ATTENDANCE led to the ordinance. The Director said that it would become effective upon publication the <br />ORDINANCE following Tuesday. Christensen said that in filling vacancies for the Commission, he <br />suggested'the Chair and the Director review the resumes and make recommendations to the <br />Council. <br />Bianchi said she thought it was also a good idea to let the prospective Commission member <br />know what is expected of them. Bianchi said that she did not know what she was committing <br />to when she started, and it would have been helpful to know before she applied. Johnson <br />asked if there are usually a lot of applicants, and the Director replied that it varies. Johnson <br />said at the very least there should be a summary of the Commission responsibilities to give to <br />prospective members. Abies said she hoped that prospective members would do some <br />research on their own before applying. <br />Page 57 <br />
