Hanson <br />There are three items to address relative to the above - referenced plat. They are as follows: <br />♦ Call for a vacation hearing on Tracts "A" and "B" as indicated on the attached map. (See <br />letter from John Guertin.) Given the dedication of right - of-way for Allen Avenue between <br />Centerville Road and DeSoto Street, these partial pieces of right -of -way are no longer <br />needed. These parcels were acquired by use deeds from tax forfeiture proceedings. We will <br />need to vacate our interest and release the property back to the State of Minnesota for <br />disposition by Ramsey County. We will need 4/5 "'s vote of the City Council to approve this <br />vacation. It is my recommendation that we call for the hearing to be held on September 10, <br />1997 at 7:30 p.m. <br />♦ Participation in storm sewer costs. Frank Frattalone has requested that the City participate in <br />the cost of storm sewer work relative to Allen Avenue. (See letter and cost sheet attached.) <br />The basis for his request is that the storm sewer and ponding areas serve more than the <br />Pitrina Park subdivision. He has indicated to me that the ponding area will enhance water <br />quality of storm water discharge by holding run -off on the site rather than letting it flow <br />straight through the storm sewer /ditch system. He has calculated our portion at $24,300. <br />I could recommend participation in the cost of the storm sewer /ponding system subject to a <br />determination by our City Engineers that piping and ponding is adequate to handle run -off <br />from existing development as well as those flows which could be generated from future <br />development of property north of Allen Avenue. My recommendation is also subject to <br />verification by Ramsey /Washington Metro Watershed District that this treatment system will <br />enhance water quality to a degree which justifies the expenditure. <br />Page 9 <br />
