MINUTES <br />PLANNING COMMISSION <br />JUNE 8, 1995 <br />Recreation Commission has reviewed the matter, and is <br />recommending trail development around the wetland <br />either at the time the sites are developed, through a <br />dedication of trail area by the Water Department. <br />Keis asked if the Commission members cared if the site <br />were zoned B -3 or Industrial. <br />The Planner pointed out that B -3 zoning would preclude <br />a Slumberland -type of development. Industrial zoning <br />would still permit office development as well as <br />warehouse and manufacturing. The Planner indicated <br />that B -3 was primarily a retail zoning, and this is <br />clearly not a retail site. The Planner suggested that <br />the Commission think about what it would like to see <br />developed on the site, and then zone it accordingly. <br />Knudsen pointed out that the site is large and could <br />attract upscale Industrial development. Knudsen felt <br />that the City should not inhibit its ability to attract <br />a quality development. <br />Keis asked about development of a corporate <br />headquarters on the site. <br />The Planner replied that it is a matter of patience. <br />Is the City willing to wait 15 years for a corporate <br />headquarters? What is the cost of waiting? The <br />Planner also pointed out that the I -P District is a <br />higher -scale industrial zoning. Development in the I -P <br />District must meet minimum landscaping and building <br />materials standards. <br />Carson asked what zoning would be appropriate for a <br />corporate headquarters. <br />The Planner suggested a PUD zoning with an indication <br />in the land use plan of the corporate headquarters <br />concept. or the City could leave the site B -3, which <br />would probably result in an office complex development. <br />However, the City has more control under the PUD <br />zoning. <br />Knudsen was not sure how reasonable the B -3 zoning was. <br />Knudsen again pointed out that the site is large and <br />could attract a high - quality development. B -3 zoning <br />might be too limiting. <br />Page 11 <br />
