MEMO <br />TO: Mayor & City Council, City Administrator <br />FROM: Steve Morelan, Councilmember <br />DATE: June 15, 1997 <br />RE: 1997 LMC Annual Conference <br />Following is a list of ideas that I gathered at this year's League of Minnesota Cities Conference. I <br />think they all offer some potential benefit to Little Canada. I would ask that you give them some <br />thought and let me know if you have any questions. I would also ask the City Administrator to put <br />these items on future Council agendas (as time permits), so we may discuss them in more detail. <br />1. City's role in youth development <br />A. Allow /encourage High School age kids to become (non- voting) members of the Planning <br />and Parks & Recreation Commissions and the Community Pride Committee. This has been <br />done in Falcon Heights. <br />B. Establish a "Youth Board" consisting of teenagers from the city. This has been done in <br />Bamesville, MN and Clinton, IA. They received help from the League of Women Voters and <br />the Kiwanis Club. The Board is advisory to the Council, and their responsibility is to identify <br />programs and activities that youth can get involved in. Some of the examples given: <br />1. Dances <br />2. Volleyball <br />3. Painting fire hydrants <br />4. Creating a gathering place for kids by painting an area at a local mall with a <br />youth theme (not graffiti!) <br />5. Promoting "zero tolerance" for alcohol /drug use, weapons, etc. <br />6. Other athletic programs for kids not involved in High School sports <br />7. Creation of a skate board park <br />C. Working with the area High Schools, make a certain amount of "community service" a <br />requirement for graduation. <br />D. Strictly enforce and strongly advertise our curfew. Make sure every parent is aware of it <br />(newsletter, cable TV, Review, fire siren ?). <br />E. Develop a formal recognition program for kids who excel in various areas (honor roll, eagle <br />scout, sports championship, volunteer work, etc.). Present awards at council meetings. <br />F. Post all activites that involve youth (church, school, etc.) on cable channel. <br />Page 24 <br />
