CONCLUSION: <br />My surveying and evaluating of the properties within the proposed Redevelopment District, <br />render results that in my professional opinion qualify the district eligible under the statutory <br />criteria and formulas for Tax Increment Financing District funding. When accessory buildings <br />are considered, six (6) out of the six (6) buildings are "structurally substandard ". <br />SUPPORTING DOCUMENTS ATTACHED: <br />A summary report detailing the above findings is attached. <br />PROCEDURAL REQUIREMENTS: <br />The properties were surveyed and evaluated in accordance with the following requirements <br />under Minnesota Statue Section 469.174, Subdivision 10, Clause (c) which states: <br />Interior Inspection — <br />"The municipality may not make such determination (that the building is structurally <br />substandard) without an interior inspection of the property" <br />Exterior Inspection and Other Means — <br />"An interior inspection of the property is not required, if the municipality finds that — <br />1. The municipality or authority is unable to gain access to the property; and after <br />using its hest efforts to obtain permission from the party that owns or controls the <br />property; and <br />2. The evidence otherwise supports a reasonable conclusion that the buildings is <br />structurally substandard." <br />Documentation — <br />"Written documentation of the findings and reasons why an interior inspection was not <br />conducted must he made and retained under Section 469.175, Subdivision 3, Clause (1)." <br />PROCEDURES FOLLOWED TO MEET REQUIREMENTS: <br />A call was placed to the property owner requesting permission to evaluate the property and make <br />interior inspections. Permission was given immediately to inspect the grounds and buildings on <br />the parcels, and to do so at my convenience. Evaluations were completed on February 5, 2013. <br />For all buildings, data was reviewed from address files located at the City of Little Canada. <br />Building data from these public records was combined with and reviewed against information <br />gathered in the field. <br />QUALIFICATION REQUIREMENTS: <br />The properties were surveyed and evaluated to ascertain whether the qualification tests for Tax <br />Increment eligibility for a Renewal and Renovation District required under the following <br />Minnesota Statutes, could he met. <br />Minnesota Statue Section 469.174, Subdivision 10a, Clause (1) requires three (3) tests for <br />occupied parcels. <br />6 <br />
