• The total area of all qualifying property parcels was compared to the total area of all <br />parcels to determine if the 70 percent requirement was met. <br />Condition of Building Test -- <br />• Replacement Cost — the cost of constructing a new structure of the same size and type <br />on site: <br />1. Building valuation data, May 2012, supplied from Minnesota Building Codes and <br />Standards Division, was used as a standard to determine average cost per square foot <br />for all types of building construction. <br />2. A base cost was first calculated by establishing building class, building type, and <br />construction quality level to obtain the appropriate cost per square foot. <br />3. Any amenities which increased the value over the standard construction quality <br />level were identified and a current value was assigned to each. <br />4, Base costs and amenities were added to give the total replacement cost. <br />• Building Deficiencies — determining technical conditions which are not in compliance <br />with current building codes applicable to new buildings and the cost to correct the <br />deficiencies: <br />1. On site evaluations were made of each building by reviewing city records and <br />inspecting the interiors and exteriors. <br />2. Deficiencies were renewed and an assessment was done to determine compliance <br />with current building, mechanical, electrical and energy codes. A basic review was <br />also completed regarding the potential need for additional egress, sprinkler systems or <br />elevators. <br />3. A repair or replacement cost was determined using current building valuation data <br />from the State of Minnesota and used in determining valuations on building permits <br />and using my professional judgment and experience. <br />• Technical Resources — the following list represents the current building codes <br />applicable to new buildings used in the building deficiency review: <br />I. 2006 htternational Building Code <br />2. 2006 International Residential Code <br />3. 2000 Minnesota Energy Code <br />4. 2007 Minnesota State Building Code <br />5. 2003 Minnesota Plumbing Code <br />6. 2006 International Mechanical and Fuel Gas Codes <br />7. 2005 National Electrical Code <br />8 <br />
