MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 11, 1997 <br />Frattalone stated that it would be difficult to sell the property when it is <br />still zoned B -3. <br />Barraclough asked if Frattalone wanted to begin building in the spring. <br />Frattalone replied that due to the extensive site work required, building <br />would not begin until the fall of 1998. <br />Mr. Montour recommended that the St. Paul Water Department site <br />located off Spruce Street be rezoned from General Business (B -3) to <br />Industrial Park (I -P) as requested by Mr. Frank Frattalone. <br />Motion seconded by Carson. <br />Motion carried 5 — 0. <br />The City Planner reported that the City can place conditions on the <br />development of the site at the time of site plan approval. <br />ARCM- Mr. Doug Kennedy, representing Arby's, appeared before the Commission <br />TECTURAL requesting architectural review approval for the redevelopment of the <br />REVTF,W — former Hardee's site into an Arby's Restaurant. <br />ARBY'S <br />Mr. Scott Mars, architect for the project, reviewed the site plans and <br />facade of the building in detail. Mars noted that the solarium area will be <br />removed and replaced with traditional windows. Mars further noted that <br />the cedar shakes on the drive - through will be painted to match the <br />building. Canopies will be added over the windows, and will be either <br />canvas or metal. <br />Keis asked about signage. <br />Kennedy reported that their sign company has been working with City <br />staff. The only building signage will be over the front door. There are <br />plans for a 21 foot pylon with a reader board. The existing sign poles will <br />be used for this sign. <br />Kennedy pointed out the recommendations in the Planner's report <br />regarding the use of natural colors and modifying the drive - through <br />canopy. Kennedy felt that the existing brick on the building was a natural <br />color, and submitted samples of the other colors that Arby's is proposing <br />to use. Kennedy also asked that the existing drive - through be allowed to <br />remain, with the modification proposed to paint the cedar shakes to match <br />the rest of the building. <br />Page 35 <br />
