3. Like any business, property runs on the strength of it's staff With ongoing training <br />and oversight by senior management, we intend to run a tight property at Montreal. <br />While in no way criticizing past management, staffing Montreal with individuals who <br />can carefully screen and attract quality residents as well as identify and resolve the <br />inevitable problem issues that will arise is key to achieving the highest level of <br />success at Montreal. This may mean that we identify special needs at the property. <br />For example, at one property we staffed with an individual fluent in Spanish to <br />address the needs or our Spanish speaking residents. This person increased our <br />screening ability as well as developed a repoir with residents who effectively helped <br />her screen our property. Again, this followed a property renovation and pride of <br />residence played an additional role. <br />HADC, in conjunction with GPM, intends to assess the needs of the Montreal Courts <br />residents for "non- housing" support activities. Often times affordable housing <br />communities have a large percentage of single working parents or households where both <br />parents work. When children return from school between 3:00 and 3:30 they often have <br />several hours without adult supervision or planned activities. Boredom may lead to <br />inappropriate, unplanned and often uncharacteristic behavior for youngsters. <br />At Montreal Courts, HADC and GPM believe that there are special needs for families and <br />children. Once we are able to properly evaluate these needs, HADC is committed to <br />staffing services and activities that cater to the needs of these individuals and families. <br />Clearly we have a unique opportunity with the current strength of the multifamily market <br />to develop a strong community at Montreal Courts. Combined with the positive changes <br />that renovation will bring, we are in a position to renovate and manage Montreal Courts <br />into a property that the City of Little Canada and its residents can be proud of. <br />Page 19 <br />
