DUMPS AND DUMPING <br />Chapter Page <br />1501. Filling, Grading, and Excavating Operations 1 -7 <br />1501. FILLING, GRADING AND EXCAVATING OPERATIONS <br />1501.010. PERMITS REQUIRED. No person, firm, or corporation <br />shall do any filling, grading, or excavating without first having <br />obtained a permit from the building official except for: <br />1. An excavation below finished grade for basements and <br />footings of a building, retaining wall, or other <br />structure authorized by a valid building permit. <br />2. Cemetery graves. <br />3. Excavations for wells or utilities. <br />4. Mining quarrying, excavating, processing, stockpiling of <br />rock, sand, gravel, aggregate, or clay where established <br />and provided for by law, provided such operations do not <br />affect adjacent or surrounding property. <br />5. Exploratory excavations under the directions of soil <br />engineers. <br />6. All excavating and grading covered by an engineering <br />escrow required by other City Ordinances or agreements. <br />7. The following provided that the building official <br />determines that there is no potential or actual danger or <br />detriment to public or private property and no <br />interference with natural drainage: <br />a. An excavation which is 2 feet or less in depth and <br />does not create a slope greater than 5 feet in <br />height and 1 1/2 to 1 slope. <br />b. Fill 3 feet or less in depth not intended to <br />support structures, which does not exceed 300 cubic <br />yards. <br />c. Fill necessary to obtain the proper grade around a <br />new structure. <br />d. Grading in an isolated self- contained area. <br />Page 112 <br />
