MINUTES <br />PLANNING COMMISSION <br />OCTOBER 9, 1997 <br />PRELIMINARY <br />AND FINAL <br />PLAT — <br />ST. PAUL <br />WATER DEPT. <br />PROPERTY <br />Schletty asked if the property is rezoned to PUD would all development <br />applications require City approval. The Planner replied that that was <br />correct. <br />Carson asked about the grading of the site. <br />Frattalone reported that the Council approved a grading permit for the <br />property at its last meeting. One of the conditions of issuance of the <br />grading permit is that Frattalone must complete his purchase of the <br />property. The platting of the property must be completed before that can <br />happen. <br />Keis pointed out that the Council discussed the property as a potential site <br />of a corporate headquarters. Council also expressed concern about the <br />removal of oak trees from the site. <br />Frattalone reported that the Council did not understand the grading that <br />was needed to make the site usable. He and the City Engineer met on this <br />issue at the direction of the Council. The Engineer informed the Council <br />that the grading proposed by Frattalone was necessary in order to get a <br />building of any size on this site. Frattalone reported that many of the oak <br />trees on this site are old and split. <br />The City Planner pointed out that the rezoning also includes the Rice <br />Street site of the St. Paul Water Department property as well as the Spruce <br />Street site. Frattalone is purchasing the Spruce Street site. <br />Mr. Schletty recommended approval of the rezoning of both the Rice <br />Street site and the Spruce Street site of the St. Paul Water Department <br />property from General Business (B -3) to Planned Unit Development <br />(PUD). <br />Motion seconded by Carson. <br />Motion carried 6 — 0. <br />The City Planner described the St. Paul Water Department property <br />which is proposed to be platted into three parcels. These parcels are <br />labeled the "Rice Street site ", "the Spruce Street site ", and then there <br />is the balance of the site. The Water Department is proposing to sell <br />the Rice Street and Spruce Street sites, and donate the balance of the <br />land to Ramsey County. It is noted that the property north of the St. Paul <br />Water Department site is already owned by Ramsey County. The Planner <br />Page 15 <br />
