NFAC <br />MEMORANDUM <br />NORTHWEST ASSOCIATED CONSULTANTS <br />COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: September 9, 1997 <br />RE: Little Canada - Frattalone Industrial Building <br />FILE NO: 758.09 - 97.20 <br />Mr. Frank Frattalone has applied for a rezoning of property west of Spruce Street, south <br />of the St. Paul Waterworks pond area. The land is currently zoned B -3, and the requested <br />zoning designation is I -P, Industrial Park. Mr. Frattalone is also proposing a concept site <br />plan which would be used to obtain grading approval in anticipation of rezoning. The land <br />to the east of this parcel is zoned I -P, and is developed with larger office - warehouse or <br />manufacturing facilities. The City had anticipated the development of the property in <br />question as a similar use, but with an emphasis on office space, taking advantage of the <br />setting near the pond and the existing vegetation. <br />The Comprehensive Plan language adopted for this area includes references to industrial <br />and office campus development. The applicant has requested a rezoning to I -P which is <br />the City's most restrictive industrial district. This district permits office development and <br />manufacturing facilities, requiring masonry buildings and a minimum green area of twenty <br />five percent. <br />The site development proposed by Mr. Frattalone would be consistent with these goals <br />and regulations. The building is primarily an office structure with some truck access on <br />the west side of the building. The parking lot has been designed to accommodate office <br />levels of traffic. All improvements, including the building and the parking area, exceed the <br />required fifty foot setback from the lake, and the grading plan has been designed to <br />preserve most of that area in its natural state without altering the existing vegetation.
