MINUTES <br />ST. PAUL <br />WATER DEPT. <br />PROPERTY — <br />REZONING <br />MINUTES OF THE REGULAR MEETING <br />PLANNING COMMISSION <br />LITTLE CANADA, MINNESOTA <br />OCTOBER 9, 1997 <br />Pursuant to due call and notice thereof, a regular meeting of the Planning <br />Commission of the City of Little Canada, Minnesota was held on the 9`h <br />day of October, 1997 in the Council Chambers of the City Center located <br />at 515 Little Canada Road in said City. <br />Chairman Gene DeLonais called the meeting to order at 7:30 P.M. and the <br />following members of the Commission were present at roll call: <br />MEMBERS PRESENT: <br />MEMBERS ABSENT: <br />ALSO PRESENT: <br />Mr. Gene DeLonais <br />Mr. Scott Barraclough <br />Mr. Dennis Carson <br />Mr. John Keis <br />Mr. Rick Montour <br />Mr. Fred Schletty <br />Mr. Dan Knudsen <br />Mr. Steve Grittman, City Planner <br />There being no corrections, the minutes of the September 11, 1997 regular <br />meeting of the Planning Commission are approved as submitted. <br />The City Planner reported that the Council has indicated that it would <br />prefer Planned Unit Development (PUD) zoning for the St. Paul Water <br />Department property. Therefore, the rezoning of this site is back before <br />the Commission for consideration. At the September meeting of the <br />Commission a rezoning to Industrial -Park (I -P) was considered. The <br />Planner explained that I -P zoning allows industrial use as well as some <br />manufacturing uses with a campus -type setting. Uses allowed under PUD <br />zoning are controlled by the Comprehensive Plan's land use plan. The <br />City has more control with a PUD zone since uses in that district must be <br />approved by the Council. <br />Frank Frattalone, potential purchaser of the Spruce Street site, reported <br />that his first choice was the I -P zoning. However, the Council preferred <br />PUD given there was no user for the property determined at this point. <br />Therefore, Frattalone withdrew his application for I -P rezoning and <br />reapplied for PUD. <br />Page 27 <br />
