MINUTES <br />PLANNING COMMISSION <br />OCTOBER 9, 1997 <br />is not in keeping with the guidelines, then there must be a unique situation <br />to warrant that feature as an acceptable material. The Planner felt there <br />was nothing unique about this situation to waiver from the architectural <br />guidelines, which is to discourage the use of backlit canopies. <br />Lawrence pointed out that there are backlit canopies on the Steichen store. <br />The Planner pointed out that Steichen's is located in Roseville. <br />Lawrence stated that the area is not unique from Roseville, and they found <br />it acceptable to allow the use of backlit canopies. Lawrence asked why <br />these canopies should be prohibited a block away. Lawrence stated that <br />he did not see how they could be prohibited, and asked what signage <br />issues were discussed. <br />The City Planner reported that Arby's indicated they would have a pylon <br />sign as well as a neon Arby's sign on the front of the building. There was <br />no other signage proposed. <br />Lawrence reported that the intent of the backlit canopies is to eliminate the <br />use of additional signs and will help contain costs. <br />Keis pointed out that the purpose of the architectural guidelines is to <br />eliminate bright lights and to create a certain atmosphere. Keis pointed <br />out that the guidelines are in place and he felt the City should stick with <br />them. Keis did not feel Lawrence presented a good argument justifying <br />the use of the backlit canopies. <br />Lawrence reported that under the Sign Ordinance, Arby's is allowed 270 <br />square feet of signage. They are proposing to use half in a pylon sign and <br />the other half for their logo on the building. Lawrence stated that he did <br />not see anything in the Code that says signs must be approved in order to <br />erect a building. Lawrence reported that Arby's would like to keep this <br />project consistent with other projects. All other Arby's have backlit <br />canopies except for one. Lawrence reported that it is a budget issue, <br />pointing out that Arby's is taking an existing building and revitalizing it <br />for themselves as well as the City. However, Arby's needs to maintain <br />their costs. <br />Keis asked the cost difference between metal awnings and backlit vinyl <br />canopies. <br />Lawrence pointed out that the metal canopies will have no impact on the <br />area at night. <br />Keis pointed out that Arby's will have a pylon sign. <br />Page 56 <br />
