MASTCRMAN <br />As you know, for the past three years the North Suburban Cable Communications Commission has been <br />involved in preparing new cable franchises on behalf of its Member Cities: Arden Hills, Falcon Heights, <br />Lauderdale, Little Canada, Mounds View, New Brighton, North Oaks, and Roseville. As part of this process <br />the Commission has completed a comprehensive and detailed assessment of all cf the telecommunications needs <br />and interests of the communities, has been reviewing and assessing the proposal submitted by Meredith Cable <br />to meet those identified needs and interests, and has initiated final negotiation of the renewed franchises. <br />The Commission has accepted a proposal which meets the broad telecommunications needs of the commtmhies <br />and is currently engaged in negotiating final franchise language with Meredith Cable. Upon completion of this <br />process in the near future, the Commission will recommend a fatal franchise to the Member Cities for review, <br />consideration and adoption. <br />It is expected that negotiation and drafting of a final franchise document, and consideration and adoption of such <br />franchise by the respective Member Cities will require the next two to three months to complete. However, <br />the respective current franchises each expire on or about November 8, 1997. Accordingly, the Commission <br />and Meredith Cable have agreed to an extension of the current franchises to January 19, 1998 to accommodate <br />completion of this process. Extension of the franchises requires that the Member Cities amend their franchise <br />to provide for an expiration date of January 19, 1998. Enclosed please find a draft Ordinance Amendment <br />which provides for such an extension of the franchise teen. <br />Please place this issue on the Council's agenda for consideration and action at the next meeting. Upon adoption <br />by the Council, please return a copy of the Ordinance Amendment for my records. <br />In summary: • <br />1. Cable franchises expire November 8, 1997. <br />2.
