DEC -08 -1997 11:48 <br />NRC 612 595 9837 P.03/06 <br />Although the discussions appear to have anticipated three lots, nothing in the discussions <br />or improvment agreements appear to limit the subdivision of the IGmmes parcel to any <br />particular number of lots. Subject to the ability to provide improvements consistent with <br />City requirements, the applicant should be able to subdivide the property into five parcels <br />as proposed. Such a subdivision would require the improvement of Gilander Lane along <br />the front of the proposed lots to a 24 foot width. Those parcels are all significantly <br />oversized, and would accommodate the additional right -of -way necessary to meet City <br />standards. The primary impact would be on about six large oak trees identified on the <br />survey, and additional fill necessary to move the building pads deeper into the proposed <br />lots. <br />With regard to utilities, the applicant is showing sanitary sewer and water access from the <br />Gilander Lane frontage. The City Engineer and Public Works Director should comment <br />on the acceptability of this arrangement. Drainage is proposed to be handled by the ditch <br />adjacent to County Road 82, This would raise issues of an appropriate swabs along the <br />west property line to avoid drainage from the plat flowing onto adjacent land to the east, <br />capacity of theCounty ditch system, and any requirement for strorm ponding as a result of <br />this development. The City Engineer should also review and comment on the drainage <br />issue, <br />Summary and Recommendation <br />The proposed Gilanderi Addition consists of five single family lots, all of which exceed the <br />City's R -1 zoning standards for lot area and width. However, Gilander Lane which would <br />serve the southernmost two lots was not constructed with the intent to accommodate <br />additional development or access. Instead, the public improvements anticipate three lots <br />on this property, all of which would access the 24 foot section of Gilander Lane. As a <br />result, we would recommend approval of the proposed Preliminary Plat for Gilanderi <br />Addition with the following conditions: <br />1. Improvement of the portion of Gilander Lane along the frontage of the plat to <br />include a 24 foot wide pavement section with curb and gutter, as well as the right - <br />of -way necessary to accommodate the street. <br />2. Sanitary sewer and water provided to each of the lots in accordance with the <br />requirements of the City Engineer and the Public Works Director. <br />3. Drainage from the plat controlled according to City policy, subject to the comments <br />of the City Engineer. <br />4.
