Hanson <br />As you will recall, last year the City authorized a controlled <br />burn by Prairie Restorations, Inc. at the St. Jude Medical <br />Woodland facility located on County Road B. Prairie <br />Restorations, Inc. is again requesting this authorization on <br />behalf of St. Jude Medical. They feel this burn should achieve <br />the desired results over the next three to four year period. <br />I have discussed the matter with the Fire Department. The <br />Department is agreeable to the granting of an exemption from our <br />ordinance restricting open burning subject to the same conditions <br />which were imposed last year. These conditions are: <br />* Receipt of a copy of the contract between St. Jude <br />Medical and Prairie Restorations, Inc. for the <br />controlled burn. <br />* Receipt of a certificate of insurance from Prairie <br />Restorations, Inc. with appropriate limits of <br />liability. <br />* 24 hours advanced notice to the City, Fire Department <br />and the Ramsey County Sheriff's Department prior to the <br />burn in addition to a one -hour verbal follow -up notice <br />to the Ramsey County Sheriff's Dispatcher prior to the <br />commencement of burning activities. <br />* Burning is to occur between the hours of 10 A.M. and 3 <br />P.M. so as to minimize impact on traffic in the area. <br />* Wind speed at the time of burning cannot exceed 10 <br />M.P.H. and wind direction must be from the north, <br />northeast or east. <br />At least four employees of Prairie Restorations, Inc. <br />must be actively participating in controlling the burn <br />and have available necessary suppression equipment and <br />water supply to manage the situation.
