MINUTES <br />CITY COUNCIL <br />JUNE 13, 1995 <br />install the stop sign was Nadeau Park on Lake Street. <br />Once the Jackson Street trail is completed, there will <br />be a crossing at this intersection to the park. This <br />is similar to what has been done on LaBore and Desoto <br />where a 4 -way stop was installed to act as a control <br />for the crosswalk. Morelan stated that it was not his <br />intention to put the stop sign in to control traffic <br />speed, but rather because of safety concerns with <br />children crossing the street to get to the park. <br />Morelan agreed that the Council discussed the <br />possibility of revisiting the stop sign issue once the <br />road improvement had been in place for a period of <br />time. <br />LaValle reported that the single - family homeowners had <br />expressed concern about the condominium residents using <br />Jackson Street for freeway access. It was thought the <br />stop sign would be a deterrent to this use. <br />Morelan stated that this was not a factor in his <br />decision to order the stop sign. Morelan indicated the <br />stop sign should not be a popularity issue, and either <br />it makes good sense or it does not. <br />Scalze stated that in fairness to the residents who <br />requested the stop sign, the City would have to notify <br />them about any consideration to remove it. Scalze <br />indicated that these residents had valid reasons for <br />requesting the sign. <br />Fahey stated that the decision to place the stop sign <br />should be based on safety concerns or valid reasons, <br />not on a popularity contest. <br />Morelan introduced the following resolution and moved <br />its adoption: <br />RESOLUTION NO. 95 -6 -151 - ACCEPTING THE PETITION <br />SUBMITTED REQUESTING REMOVAL OF STOP SIGN AT THE <br />INTERSECTION OF JACKSON /LAKE STREETS, AND TABLING <br />ACTION ON THE PETITION FOR TWO WEEKS PENDING A REPORT <br />AND RECOMMENDATION FROM CITY STAFF <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Morelan, LaVaile, Fahey, Scalze, Pedersen. <br />Nays (0). Resolution declared adopted. <br />PERSONNEL Morelan stated that he was not sure the Council <br />ORDINANCE - specifically resolved the issue of at will employment <br />AT WILL for future employees.
