Rd. C /Jackson Traffic Control Issues
MAYOR
Michael I. Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
Pursuant to discussions occurring at Council meetings in June of last year,
staff was to evaluate the need for additional traffic control devices (stop
signs) along the above - referenced roadway. We were also to evaluate if the
existing stop sign placement at the intersection of Jackson and Lake Street
is warranted. While we were to have this report prepared in April of this
year, compilation of the desired data was delayed due to the late spring.
Attached is a memo from Barry Vaughan, Traffic Deputy, with the Ramsey
County Sheriff's Department. You will note that based on his observations
of the area, he feels the existing stop sign is warranted at Jackson and
Lake Street. No additional stop signs are necessary at the two 90° turns
existing at Jackson and Old Co. Rd. C and Old Co. Rd. C and Lakeshore.
Deputy Vaughan will be present at Monday's meeting to answer additional
questions you may have on this subject. He will also have any accident
data which exists for this area. I an also enclosing the other data
collected in this area over the last few years as well as the minutes from
past discussions.
Based on the information received, it is staff's recommendation to retain
the stop sign at Jackson and Lake Street due to its positive impact on
speeds in the area as well as improved safety for children crossing from
the path area to Lake Street as access to the City's park. Staff further
believes that no additional stop signs are warranted at the two 90° curves
given the fact that traffic must slow to a reasonable speed to negotiate
these turns. Placement of stop signs in these areas could create worse
conditions with drivers angered at the additional stopping. Lastly, the
area should also have double yellow center lines so that the traffic
officer will be able to enforce over the center line violations as a manner
to ensure reduction of speed on the two 90° corners.
JRH:kpv
cc: Deputy Barry Vaughan
Harold Feickert
Walter Gorman
Page 1
