Hanson <br />MEMORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: May 17, 1996 <br />RE: Water Main Connection for Hedlund Property <br />At our October 24, 1995 Council meeting, the Council deleted the <br />assessments for the Cardinal and Hedlund properties relative to <br />the Keller Parkway water main project conditioned upon their <br />assigning an agreement indicating they would support a future <br />water main project for Lakeside Court. Furthermore, should they <br />connect to Keller Parkway water main, they would pay a connection <br />charge equal to the Keller Parkway water main assessment plus <br />interest on the assessment to be spread over a ten year period of <br />7 1/4 %. <br />Mr. Hedlund did not want to sign a statement indicating he would <br />be in favor of a future improvement on Lakeside Court and <br />therefore requested that we assess him under the Keller Parkway <br />project. The issue this raised was that a water connection was <br />not provided for his property off of Keller Parkway based upon <br />his request made at the neighborhood meeting in the fall of 1994. <br />To add this service stub at this time would cost approximately <br />$3,000 based on estimates obtained by the engineers. Also, <br />Ramsey County does not want the roadway disturbed to facilitate <br />this connection. <br />Therefore, it is my recommendation that we delete the requirement <br />that Mr. Hedlund sign a statement indicating his support of the <br />future Lakeside Court water main project with the understanding <br />that his water service will come from that main when it is <br />installed in the future. Should the Hedlund property need to <br />connect to Keller Parkway water main, the owner will be <br />responsible for paying a connection charge equal to the Keller <br />Parkway water main assessment plus accrued interest and any costs <br />associated with providing a service connection to the main. The <br />basis for this recommendation is Mr. Hedlund's previous request <br />that he not be included in the Keller Parkway project and the <br />fact it is not financially practical to install a service <br />connection at this time. <br />JRH:kpv <br />cc: Dean Hedlund <br />Page 111 <br />
