<br /> <br /> Staff Report <br /> <br /> <br />To: Mayor Fischer and Members of the Little Canada City Council <br /> <br />From: Ben Harrington, AICP, Community Development Director <br /> Bryce Sheeran, City Administrator <br /> <br />Date: July 8, 2026 <br /> <br />Re: Professional Services Agreement – 2050 Comprehensive Plan Update <br /> <br />Actions To Be Considered: <br />Motion to approve, table, or not approve: <br />• The professional services agreement with Bolton & Menk, Inc. for the 2050 <br />Comprehensive Plan Update in the amount of $100,080, and authorize the City <br />Administrator to execute the contract. <br /> Background: <br />Every ten years, cities in the Twin Cities metropolitan area are required by state statute to update <br />their comprehensive plans. This decennial review process ensures that local planning remains in <br />continued conformity with metropolitan system plans and reflects the long-range vision for the <br />region. The Metropolitan Council recently adopted Imagine 2050, triggering the city's obligation <br />to review and amend its current plan by December 31, 2028, at the latest. <br /> <br />Little Canada’s comprehensive plan must comply with Metropolitan Council requirements for <br />several key chapters to ensure regional services and infrastructure can be provided efficiently. <br />The Metropolitan Council has released its “Imagine 2050” regional development guide, which <br />serves as a framework for our local update. Staff have already completed an initial review of the <br />pertinent chapters of the regional plan to identify ways to leverage regional language and data to <br />simplify the city's drafting process. <br /> <br />The following are the chapters of Little Canada’s 2040 Comprehensive Plan, which are aligned <br />with the topics the Met Council requires cities to report on: <br />1. Land Use <br />2. Housing <br />3. Natural Resources and Sustainability <br />4. Transportation <br />5. Parks and Recreation <br />6. Wastewater System <br />7. Water Supply System <br />8. Surface Water <br /> <br />As part of the Metropolitan Council’s new 2050 requirements, a climate chapter will also be <br />required for the upcoming update which will require general emission estimates and strategies <br />for reductions.
