MINUTES
PLANNING COMMISSION
MARCH 14, 1996
running and profitable. Hotzler pointed out the City
is their partner in the project, and they are trying to
make it work.
Carson pointed out that the City gave Grootwassink and
Hotzler a copy of the architectural design guidelines
three months ago. Therefore, this issue should not
come as a surprise.
Hotzler indicated they could put the same metal being
used on the building on the sign poles. Hotzler
pointed out that brick could not be used on the sign
poles, since it is not possible to match the existing
brick on the shopping center. This is the reason a
portion of the brick on the center had to be covered
with metal where a window was removed.
DeLonais pointed out that the big question to be
resolved is the lighting.
Carson felt the issue of back -lit signs had to do with
the signs on the building.
Schletty agreed, and Keis indicated he was willing to
pass on that requirement. Keis suggested the sign be
approved based on covering the sign poles with metal to
match the building.
The Planner indicated that Council will have final
approval of the sign. The Planner suggested a revised
design be presented to City staff prior to submission
to the Council. The Planner reminded the Board that
back -lit plastic signs to not meet architectural design
guidelines for the area.
Carson felt an exception should be made for this
building.
Schletty pointed out the City is working with an
existing building, therefore, it is not possible to
impose all the architectural design guidelines on this
project. Schletty also stated it was his understanding
the design guidelines were not cast in stone, but are
the basis for working with a developer. Schletty also
pointed out that the Market Place Shopping Center is on
the fringes of the Rice Street /Little Canada Road
redevelopment area.
10
Page 70
