515 Little Canada Road, Little Canada, MN 55117 -1600
(612) 484 -2177 / FAX: (612) 484 -4538
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: March 20, 1996
RE: Approval of Planter Project
MAYOR
Michael I. Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Steve Moreton
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
At its March 19, 1996 meeting, the Community Pride Committee recommended to
the Council that they be authorized to proceed with the purchase of
concrete planters for placement at various intersections throughout the
city. The Pride Committee has requested $3,750 from the 10% Fund for the
project. It was anticipated that it would allow the purchase of
approximately six planters plus related soil and plant materials. In
addition, two other parties have offered to donate planters and one local
organization has expressed interest in assisting with ongoing maintenance.
One quote has been obtained. With freight, the initial price is over $700
per planter and that does not include the addition of our logo. (See
picture attached for planter concept.) I have since been trying to find
someone in the Twin Cities area who can cast this type of structure to see
if costs can be lowered. I hope to be successful and to have more
information by Wednesday's meeting, but that is dependent on the suppliers.
If we are to have the planters in place during the month of May, I would
need authority to purchase as many planters as possible (not to exceed
nine) as allowed by the $3,750 subject to negotiating the best price
possible. The source of money would be the 10% Fund. The only issue this
raises is that the 10% Committee has not yet finalized its priority ranking
of expenditures due to uncertainty involving the costs associated with the
renovation of the old fire station. (Now that Mr. Finsness has assured us
that the initial project budget of $98,500 will not be exceeded, I am
calling for a 10% Committee meeting to be held on Monday, April 15, 1996.)
The Council has bypassed the ranking process in the past.
If the Council is comfortable with this concept, authority to proceed would
be appreciated. Otherwise, we will wait for the normal 10% process which
means the planters would not be ordered until late April and likely not
delivered until late May.
JRH:kpv
Enclosure
Page 93
