Hanson <br />One of the implementation steps for the Rice Street /Little Canada <br />Road Area Redevelopment Guide was to seek legislative authority <br />to establish a special service district for the core project <br />area. As quoted in the Development Guide, "A special service, <br />district has two applications to the implementation of the <br />Development Guide. It can be used to finance the construction of <br />public improvements in the area. Perhaps more importantly, the <br />service district can raise money to pay for the maintenance of <br />improvements. Monies raised from the service district can be <br />used for such maintenance activities as the care of amenities in <br />operation of common parking areas." <br />"Creating the special service district is a two step process. <br />Special legislation is needed to use the statutory powers of the <br />special service district. Following legislative approval, the <br />City must be petitioned by property owners to begin the process <br />of establishing the district and levying taxes to pay for <br />projects. The use of this tool offers a good example of the need <br />for public /private partnerships. The City can gain the <br />authority, but it cannot be used without the support of affected <br />property owners." <br />Attached is a memo from Rusty Fifield which discusses this <br />concept further and includes sample legislation from the City of <br />Hutchinson. You will note that Rusty is suggesting that <br />legislation authorizing this tool for Little Canada should also <br />add non - commercial properties subject to their submission of a <br />petition for inclusion into the taxing area. <br />To proceed, I would like authority to contact our legislators to <br />discuss this matter and to ask them to sponsor this legislation. <br />JRH:kpv <br />Page 65 <br />
