Pechman, Code Enforcement Official <br />DATE: January 18, 1996 <br />RE: Mixed Municipal Solid Waste Storage and Collection <br />I have reviewed the ordinances from the cities of Vadnais <br />Heights, Roseville, Maplewood, Shoreview, North St. Paul, and <br />White Bear Township ordinances relative to mixed municipal solid <br />waste. Vadnais Heights, North St. Paul, Roseville and Shoreview <br />require mixed municipal solid waste to be kept in 30 -32 gallon <br />container with a tight fitting, fly resistant lid. Maplewood <br />requires garbage to be stored in the above - mentioned container, <br />but they allow for the bag liner to be removed and placed at the <br />curb on the day of collection. White Bear Township does allow <br />for plastic bags to be used for garbage storage. I recommend the <br />ordinance remain as written with an exception added for over flow <br />garbage to be placed in a plastic trash bag. <br />In addition, with the exception of White Bear Township, all the <br />other cities require multi - family dwelling units (which include <br />mobile homes) and businesses which accumulate more than three to <br />four 30 -32 gallon containers of waste per week to provide vats <br />for storage of refuse. I also spoke with the managers at Terrace <br />Heights and Thirty - Twenty, the other two mobile home parks in <br />Little Canada. They indicated that vats are used for storage of <br />garbage and are serviced twice a weekly. The manager at Thirty - <br />Twenty indicated that they provide a recycling area as well. <br />I additionally recommend that a change in language be added to <br />Section 809.120 to reference Section 1401 of the Municipal Code <br />related to burning. <br />One other change was made to the ordinance related to how long a <br />garbage can can be left out on the curb. I found that typically <br />12 hours before collection, the cans may be placed at the curb. <br />I also changed the time they should be removed from the curb from <br />10:00 p.m. to 8:00 p.m. to facilitate a more prompt removal. <br />Page 67 <br />
