(K) Organized Collection. A system for collecting mixed <br />municipal solid waste in which a specified collector(s) is <br />authorized to collect from a defined geographic service area or <br />areas, some or all of the mixed municipal solid waste that is <br />released by generators for collection. <br />(L) Place of Business. Any social, commercial, fraternal, <br />religious, educational, medical, or industrial establishment. <br />(M) Recyclable Materials. Materials that are separated from <br />mixed municipal solid waste for the purpose of recycling, including <br />newspaper, corrugated cardboard, ledger paper, bi -metal cans, <br />aluminum, plastic, glass, mixed mail, and magazines. Recyclable <br />materials specifically excludes yard waste. <br />(N) Recycling. The process of collection and preparing <br />recyclable materials and reusing the materials in their original <br />form or using them in manufacturing processes that do not cause the <br />destruction of recyclable materials in a manner that precludes <br />further use. <br />(0) Low Density Dwelling Unit. A structure or portion <br />thereof, designated or used predominately for residential occupancy <br />of a continued nature, including single family and duplex <br />dwellings. <br />(P) Yard Waste. Yard waste includes grass clippings, soft - <br />bodied plants, and leaves, and specifically excludes brush, limbs, <br />recyclables and mixed municipal solid waste. <br />809.030. LICENSING. Any person or company intending to <br />collect or dispose of mixed municipal solid waste or recyclable <br />materials within the City of Little Canada shall first apply for <br />and secure a license from the City. This would include those <br />companies conducting a construction roll -off business. The <br />application shall include the following information: <br />(A) name, phone number, and business address of applicant; <br />(B) a description of the vehicles and equipment to be used in <br />said business; <br />(C) the locations of refuse dumps to be used for disposal of <br />collected refuse; <br />(D) the manner in which such refuse and garbage is to be <br />disposed of; and <br />(E) a general disposal plan in conformity with Minnesota <br />Pollution Control Agency regulations. <br />-3- <br />Page 70 <br />
