Hanson <br />At the request of Mayor Fahey and Council Member Scalze, I have <br />obtained some additional information with regard to charitable <br />gambling. <br />The first piece of information has to do with the practicality of <br />one organization conducting the morning gambling occasion on a <br />given day, and another organization conducting the two evening <br />occasions. I contacted Jan Sherman of Little Canada Charity Plus <br />who indicated that such an arrangement would work. Sherman <br />pointed out that each occasion has its own financial records, <br />cash bank, etc. Employees are paid by the occasion. The morning <br />occasion is concluded at 1 P.M. while the first evening occasion <br />begins at 6 P.M. Therefore, employees do not stay at the bingo <br />hall, but return home. <br />Sherman also asked me to inform the Council that she finds only a <br />few customers attend a bingo occasion based on which organization <br />is conducting gambling. The vast majority do not care which <br />organization is operating at the time they are there. <br />The second piece of information has to do with what other cities <br />require with regard to donation of net profits. Below is what I <br />found: <br />Arden Hills - Requires 10% donation of net profits to Community <br />Services Fund. Also requires 50% of net profits be spent within <br />trade area (Arden Hills and all continguous cities). <br />Maplewood - Requires 10% donation of net profits to Maplewood. <br />To be eligible for a gambling license, organizations must have <br />been in existence for three years, and must maintain an address <br />in the city. <br />Roseville - Requires 10% donation of net profits to Roseville. <br />To be eligible for a gambling license, organizations must have <br />been in existence for three years, and must maintain an address <br />in the city. <br />Page 1 <br />
