MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 8, 1996 <br />westerly property is wetland, the entire plat may need <br />to be revised. <br />Keis asked if there were any other issues that the <br />general public present would like discussed. <br />One property owner asked what delineation meant. <br />The Planner replied that a wetland specialist would <br />inspect the property and would mark the edge of the <br />wetland. The Planner reported that three or four years <br />ago the State passed laws stating there could be no <br />loss of wetland in the Metro area. If wetland is <br />developed, the developer would be responsible for <br />replacing that wetland with twice as much as was <br />developed. The developer must also show reasons for <br />the need to develop the wetland. The Planner stated <br />that the first step would be to find out exactly where <br />the wetland is. <br />One property owner asked if the trees along the ditch <br />area would be cleared. <br />The City Planner replied that the City has a tree <br />preservation ordinance which must be complied with. <br />There is also an easement across ditch area, and the <br />City may have control over what happens to trees in <br />this area. The City Engineer would be reviewing the <br />final grading plan for the property. <br />Schletty reported that generally a developer will clear <br />right up to the property line. <br />Mark Ashby reported that it is very expensive to remove <br />trees, and pointed out that buyers prefer lots with <br />trees. Ashby stated that he would take out as few <br />trees as possible. <br />A property owner asked if the ditch would be changed. <br />The Planner replied that the ditch would not be changed <br />as part of this development. <br />Another property owner indicated that there is a <br />problem with standing water on County Road D at the <br />point the access road for this development is being <br />proposed. <br />3 <br />Page 32 <br />
