To get a <br />better feel for what the averages are for cities our size, 1 averaged the salary scales for <br />cities with populations of 5,000 - 15,000 (± 0 %gr4f our population), using an equal number <br />of larger and smaller cities. This yielded th ,following results: <br />Minimum: $47,471 Nf?air <br />Maximum: $61,405 <br />Mean: $57,750 <br />111*. A'sn_ .. <br />Because the figures in the Stanton Report are based on 1995 salaries, I adjusted them to <br />1996 values by applying a 2.9% rate of inflation increase. This yielded the following <br />results: <br />Minimum: $48,848 <br />Maximum: $63,186 <br />Mean: $59,425 <br />ir!tdt;l!iy. <br />P 4. snmm <br />Based on this analysis, I propose the follos4 g salary scale for 1996: <br />Start 6 Mo 1 "T "' 3 4 5 <br />48,848 50,282 51,716 5 X584 57,452 60,320 63,186 <br />I would further recommend that we adjust the City Administrator's salary in accordance <br />with the proposed salary scale, retroactive fo 1 -1 -96. This would result in a 4.9% salary <br />increase. Although this increase is higher than the increase other department heads <br />received, I think it is warranted based on Joel's performance reviews and the salary scales <br />adopted by cities similar to ours. <br />Page 94 <br />
