MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 12, 196 <br />TEXT <br />AMENDMENT <br />& cut FOR <br />ADDITIONAL <br />RECREATIONAL <br />USES - <br />GRAND SLAM <br />Motion seconded by Carson. <br />Motion carried 5 - 1. Knudsen voted against. <br />Mr. Steve Marine, Di -Med Corporation, appeared before <br />the Commission requesting approval of a text amendment <br />and a conditional use permit adding recreational uses <br />allowed in the Business Warehouse (BW) and Industrial - <br />Park (I -P) Zoning Districts. Marine reported that he <br />would like to lease a portion of his building to Grand <br />Slam, which is a business consisting of indoor batting <br />cages, an indoor basketball court, etc. Marine <br />reported that the Code currently allows sports and <br />health clubs, but there was some question as to whether <br />or not the Grand Slam operation would qualify as such a <br />club. Marine reported that he has heard there is <br />concern with large numbers of teenagers coming into the <br />area. However, he pointed out that currently bowling <br />alleys and roller skating rinks would be allowed. <br />Marine reported that he has a prospective tenant for <br />part of his building, therefore, he is making the <br />request for text amendment and conditional use permit. <br />Mr. Don Rue submitted a letter from D & T Trucking <br />which indicated their feeling that the Grand Slam <br />operation belonged in a retail or commercial area. <br />There was concern about security since video games <br />would draw teenagers to the area. The Planning <br />Commission noted receipt of a letter from Metaltronics <br />expressing these same concerns. <br />Marine reported the Grand Slam operation is currently <br />located in an industrial area in St. Paul. Grand Slam <br />would like to have four batting cages and a basketball <br />three -on -three area. Marine again pointed out private <br />sports and health clubs, bowling alleys, skating rinks, <br />etc. are already permitted uses. Marine felt if the <br />City does not feel the Grand Slam operation should be <br />permitted in the industrial areas of the City, then the <br />Code should be amended to exclude these other uses as <br />we11. <br />A representative of United Scientific was concerned <br />about teenagers coming into the area and reported that <br />there have been vandalism problems in the area in the <br />past. <br />5 <br />Page 12 <br />
