Sports and health clubs. <br />The City Council determined that a Grand Slam facility is distinct from "Sports and Health <br />Clubs ", directing that it would require a separate designation. Discussion at staff level has <br />resulted in a concern that any of the currently permitted commercial recreation uses may <br />be in need of further regulation. Therefore, we have provided an amendment to the <br />Zoning Ordinance which does the following: <br />• Defines Sports and Health Clubs to specifically include both physical fitness <br />clubs and other facilities similar to the Grand Slam concept, but excluding <br />coin- operated arcades. <br />• Moves this commercial recreational use, as well as the others listed in the <br />B -W District, from the permitted use to the conditional use category in the I -P <br />District. <br />• Suggests conditions which would be required for consideration of any of the <br />commercial recreation uses in the I -P District. <br />Conditional Use Permit <br />The Di -Med building would be used by both the Di -Med Corporation and Grand Slam. <br />Grand Slam would occupy approximately 10,500 square feet of the facility. The Zoning <br />Ordinance requires 47 parking spaces for this type of facility. An additional 42 spaces <br />would be required for the remaining Di -Med use, a total demand of 89 spaces. The <br />applicant indicates a parking supply of over 100 spaces in his letter accompanying the <br />application. <br />The primary concern which this use raises is one of compatibility with an industrial zone. <br />The Grand Slam operator has indicated that his use requires an industrial building in order <br />to accommodate the higher ceilings and internal needs of the business. These types of <br />buildings are not typical of most business -zoned buildings. Constructing a building of <br />adequate dimension in a business zone could raise issues of possible re -use when the <br />Grand Slam business leaves the site. The Ordinance amendment has been written to <br />require compatibility with surrounding buildings, compliance with industrial site and <br />building standards, no outdoor storage or activities, and City review of hours of operation. <br />The proposed Grand Slam complies with these standards. <br />cc: Kathy Glanzer <br />Greg Schmidt <br />Page 6 <br />
