While I could maybe accept a difference of 10% <br />or so, I do not believe that the City would be getting fair value <br />for 4ollars spent with this apparent 25% difference. <br />Review of the bids and phone conversations indicate that the bulk <br />of the difference is in the concrete and masonry protions of the <br />work. This apparently being due to the fact that these trades are <br />just coming off a very busy construction season. <br />Rejecting the bids at this time will give us the opportuity to <br />explore options over the next few months such as: <br />1.) Study the design and materials to see if there are oppor- <br />tunities to reduce costs. I do believe that the building is <br />really quite basic and we have to be careful with these <br />decisions - we know that metal roofing is more expensive than <br />asphalt shingles at first cost but, the shingles are more <br />expensive to maintain and do not give us the look we desire. <br />Another exapmle would be that masonry piers are typically <br />I less expensive than steel columns however, in this case they <br />would be far less attractive and do not give us the open <br />view we desire thru the shelter area. <br />2.) The City could play a much more direct role in the constru- <br />ction of this building with the City acting almost as a <br />"General" and ulilize the services of a construction manager. <br />This construction manager could be someone already in -house <br />such as the inspections, parks, public works departments or <br />an outside manager, myself included.
