Fahey
COUNCIL
Beverly Scaize
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R Hanson
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: January 5, 1996
RE: Mayor & Council's Salaries
Staff was instructed to bring this matter back to the Council for
consideration in early 1996. As you may know, these salaries
have not been adjusted since January 1, 1985. In doing a
detailed review of the attached survey of elected officials'
salaries prepared by the Association of Metropolitan
Municipalities, it appears an adjustment to salary schedules for
the Mayor & Council is warranted.
To make any adjustments to the salary scales, we would need to
adopt an ordinance amendment. Salary increases would not take
effect until after the next general election (November, 1996).
In reviewing other Ramsey County jurisdictions of our approximate
size (Arden Hills, Falcon Heights, Mounds View, North St. Paul,
St. Anthony, and Vadnais Heights), I found that the average
salary for the Mayor of these jurisdictions is $4,540 and for the
council members is $3,540. In doing a review of other salaries
contained within this report for jurisdictions of similar size to
Little Canada, it would appear to me that these numbers again
hold true.
If we were to increase the Mayor's salary to $4,500, that would
represent an increase of $35 per month, $420 per year, or 9 %.
Given the current $900 separation in salary range between the
Mayor and members of the City Council, a salary of $4,500 for the
Mayor would translate into a yearly salary of $3,600 for Council
Members. This number again seems consistent with survey results
and would represent a 12% increase in the Council's salaries with
the same $420 annual increase.
Based upon my review of this matter, I would recommend that the
Mayor's salary be increased to $4,500 per year and the Council
Members' salaries be increased to $3,600 per year effective
January 1, 1997. We would need to direct the City Attorney to
prepare an ordinance to accomplish this for consideration at a
future meeting.
JRH:kpv
page 70
