515 Little Canada Road, Little Canada, MN 55117 -1600
(612) 484 -2177 / FAX: (612) 484-4538
January 5, 1996
TO: Mayor Fahey and Members of the City Council
FROM: Kathy Glanzer, Administrative Assistant
RE: Massage Licensing
MAYOR
Michael L Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
Below is a summary of information I obtained from surrounding
cities regarding the licensing of massage parlors and /or massage
therapy. I have copies of ordinances from each of these cities
if the Council is interested in reviewing this information.
Arden Hills -
Licenses massage parlors, and has a limit of two such licenses
within the City. Massage therapy in conjunction with a medical
practice, athletic, sports, or health clubs, educational
institutions, athletic teams, manicurists, beauty /barber shops
are exempt from the provisions of the massage parlor ordinance
and do not require licensing.
Falcon Heights -
Licenses therapeutic massage - $200 on -time investigation fee and
$100 annual license fee. Insurance and training requirements.
Licensing is not required in conjunction with
medical /chiropractic business, or a beauty salon where massage is
incidental to the business.
Maplewood -
This city has an ordinance governing massage parlors, but not
massage therapy. They have been getting more and more requests
for massage therapy. Therefore, may be considering an ordinance
for addressing massage therapy in the future.
Roseville -
Last year Roseville adopted a massage therapy ordinance. The
ordinance pertains only to massage therapy in conjunction with a
beauty parlor. $150 license fee for therapist and $300 license
fee for place of business. The City does not require a license
Page 86
