8. Local Community Forestry Program Information <br />a. If not, what is the status of the city in meeting Tree City USA standards of having: <br />1) a legally constituted tree board or department _ yes _ will have in 1996 <br />2) a municipal tree ordinance yes _ will have in 1996 <br />3) a comprehensive community forestry program supported by at least $2 /capita _ yes _ will have in 1996 <br />4) an annual Arbor Day proclamation and observance _ yes _ will have in 1996 <br />9. Project Purpose and Activities <br />State how the project will meet the MnRL Project Selection Criteria (listed on pages 5-6 of the Application Guidelines). <br />The Project meets all the primary criteria. <br />The Project also responds to all of the secondary criteria as noted here: <br />1. Emphasizes the best energy conservation practices for the Region. <br />a. Shade trees will be planted within 20' of the west and east facing windows. <br />b. Windbreaks, for individual and multiple homes, will be provided. <br />c. Neighborhood tree canopy cover will be increased. <br />d Parking areas and air conditioners will be shaded. <br />2. Involves accepted practices for this program. <br />a. The Project consists of the purchase and planting of trees for energy conservation. <br />3. Maximizes use of native species. <br />a. All of the trees are native to the local Tree Rating Zone (420 of 420 trees - 100 %). <br />4. Uses trees and windbreak shrubs in sizes and location appropriate to their function and to promote long term plant health and <br />reasonable maintenance needs. <br />a. The trees selected am suitable for the local site conditions, contribute to diversity, promote plant health and are disease and insect <br />resistant. <br />b. The tree sizes have been selected to allow maximum participation by homeowners. They are a reasonable size to thrive and <br />achieve energy conservation functions. <br />5. The project sponsors have the commitments and experience necessary to assure proper project implementation and on -going <br />maintenance. <br />a. The City is a Tree City USA and has successfully implemented and maintained similar tree planting programs. <br />b. The time line and activities are appropriate for the project. <br />c. City will require homeowners to make a 10 year commitment to maintenance and will provide the homeowners with the <br />information necessary for the success of the maintenance program. <br />6. Is a cost - effective use of resources. <br />a. The project has an average cost per tree of $46.00. <br />b. The project will involve a large number of homeowners in the City. (It is estimated that 150 residents will participate in the <br />program.) <br />c. The local match will consist of 100% cash from homeowners which will match the grant money 1 to I, plus additional in -kind <br />sources for planning, planting and maintenance. <br />7. Involves youth, educational programs and/or volunteers. <br />a. Information will be distributed City-wide in the form of newsletters, cable TV and handouts, which will educate the entire <br />citizenry on tree planting for energy conservation. <br />b. The project will involve the cultural diversity representative of the City and will be highly visible with broad public access. <br />8. Achieve multiple benefits. <br />a.
